Export Control Officer

Mission

As Export Control Officer, you are responsible for developing and implementing EPFL procedures for export compliance in academic activities. You are in charge of assessing research projects, international collaborations, technology license agreements in view of minimizing export control risks, in a context of intense cross-border knowledge exchange. You work in collaboration with academic staff, legal counsels, research office, international affairs, global ethics and partnership committee and other relevant EPFL services to oversee conformity to Swiss and foreign export laws when applicable. The position is within the Technology Transfer Office of EPFL.

Main duties and responsibilities

  • Develop, implement and maintain EPFL export control procedures.
  • Review international research projects, collaborations and technology licenses from the export control perspective
  • Elaborate mitigation countermeasures to solve export control issues
  • Submit to the governmental bodies export licenses requests
  • Maintain documentation and records of export compliance activities
  • Serve as expert for EPFL leadership and relevant services on export control matters, including for security purposes
  • Support international initiatives to ensure compliance with Swiss and foreign legislations
  • Train staff, faculty, and researchers on export control constraints
  • Provide guidance in staff access to controlled technologies
  • Monitor export control regulations to adjust EPFL processes and policies, in collaboration with legal counsels

Profile

  • Master or PhD degree in electronic engineering, mechanics, material sciences, physics or law. Degree requirements may be waived in case of relevant job experience of at least 5 years as export control officer in high-tech organizations.
  • Proven experience of at least 3 years as export control officer in a company or university
  • Thorough understanding of relevant export control regulations, including Swiss, EU and US
  • Familiarity with research activities and international collaborations
  • At ease with analyzing rapidly evolving technologies, in very broad scientific fields.
  • Demonstrated practice in managing compliance issues and provide clear advice for mitigation measures
  • Oral and written fluency required in French and English, German is a plus
